Peppol in Belgium: what it is, who must comply, what to do next

Peppol is the secure European network for exchanging structured electronic invoices. In Belgium, since 1 January 2026, VAT-registered businesses must use it to invoice each other. According to FPS Finance figures reported by VRT in August 2026, 1,059,335 businesses, or 89% of those concerned, were connected by mid-July, and no fine has been issued even though penalties have been possible since 1 April 2026. A tool costs from a few euros to several dozen euros per month. Our view: Peppol's real value is not compliance but reliable invoicing data to steer cash flow.

In brief

Peppol is the secure European network for exchanging structured electronic invoices. In Belgium, since 1 January 2026, VAT-registered businesses must use it to invoice each other. According to FPS Finance figures reported by VRT in August 2026, 1,059,335 businesses, or 89% of those concerned, were connected by mid-July, and no fine has been issued even though penalties have been possible since 1 April 2026. A tool costs from a few euros to several dozen euros per month. Our view: Peppol's real value is not compliance but reliable invoicing data to steer cash flow.

  • Peppol has been mandatory between Belgian VAT-registered businesses since 1 January 2026, with penalties possible since 1 April 2026.
  • 89% of the businesses concerned were connected by mid-July 2026; around 12,000 entrepreneurs still have to register.
  • Only 38% of Unizo survey respondents found the transition smooth: the promised time savings are slow to appear.
  • The right tool depends on your invoice volume; six criteria and your accountant's opinion are enough to decide.
  • The resulting structured data speeds up closings, late-payment tracking and cash flow forecasting.

What exactly is Peppol?

Peppol is a secure international network for exchanging business documents, invoices included, in a structured electronic format that software can read directly. It is not a piece of software, a nuance La Libre pointed out in June 2026: to use it, you need a tool able to connect to it. Your invoicing programme sends the invoice to a certified access point, which forwards it to your customer's. It lands in their accounting system with no PDF to retype, each business being identified by its company number.

A Peppol invoice is therefore not a PDF attached to an email, but a standardised data file. Amounts, VAT rates, dates, references: each field has a defined place, identical for every participant on the network. Software can thus read, check and book the invoice without human intervention. That is what turns it, as we will see, into raw material for financial steering.

Who is affected by Peppol in Belgium, and since when?

Since 1 January 2026, structured electronic invoicing via Peppol has been mandatory between Belgian VAT-registered businesses. The obligation covers business-to-business transactions: as soon as you invoice another VAT-registered business established in Belgium, the invoice must travel through the network. Self-employed people, SMEs and large companies are all treated the same. VAT-registered businesses with no business-to-business transactions do not have to register, as FPS Finance specified via VRT in August 2026.

The administration allowed a three-month grace period, and penalties have been possible since 1 April 2026. According to VRT in August 2026, no fine has been issued so far: FPS Finance, which calls the rollout a great success, says it currently prefers a constructive dialogue with latecomers. That is no reason to wait, but it does put the alarmist urgency of some sales pitches into perspective.

How far has Peppol adoption progressed in Belgium in 2026?

By mid-July 2026, 1,059,335 Belgian VAT-registered businesses were using Peppol, or 89% of those concerned. These FPS Finance figures, reported by VRT in August 2026, show a switch completed within two quarters. FPS Finance estimates that around 12,000 entrepreneurs, or 1%, still have to register; the remaining VAT-registered businesses issue no invoices to other businesses and therefore fall outside the obligation.

Connected does not mean satisfied: in the Unizo survey quoted by VRT, only 38% of respondents describe the transition as smooth. Joran Ceulebroeck of Unizo, the union of self-employed entrepreneurs, sums it up: the technology works, but many businesses have not yet seen the promised time savings, even though they invested heavily in new software. More than six months after launch, he describes members who are far less enthusiastic than expected.

Two sources of confusion persist according to Unizo: Peppol platforms still suffering teething problems, and large organisations or public administrations that have not themselves completed the move to e-invoicing. VRT also tells the story of a 91-year-old grocer closing her shop in Merkem after fifty years, overwhelmed by electronic invoicing. Ludo Van den Bossche, representative of the professional association of accountants, confirms that older self-employed people and secondary activities often need their accountant to get through the change.

Which Peppol tool should you choose for your business profile?

There is no best Peppol software in absolute terms, only the one that fits your volume and the way you work. In June 2026, La Libre distinguished three families of solutions. First, the accounting packages established in Belgium, WinBooks, Exact Online or Odoo, which their vendors adapted: a simple update was often enough to issue and receive compliant invoices.

Next come lightweight platforms, several of which existed before the obligation, that let you send and receive invoices without a full accounting system. They target the self-employed person who wants to be compliant without becoming an IT specialist. In between, intermediary platforms connect the business, its accountant and the network: they centralise documents, track exchanges and lighten certain administrative tasks.

The right choice depends first on your volume: a consultant issuing a few invoices a month does not have the needs of a building contractor, a retailer or an SME handling dozens or even hundreds of documents. La Libre puts it well: the most effective solution is not the most sophisticated one, but the one you will use most simply. Among our clients, the most useful tool is the one the team actually adopts.

Which criteria should you use to compare Peppol solutions, and at what price?

Six criteria are enough to compare tools, according to the specialists interviewed by La Libre in June 2026, and we endorse them. None of them is technical. They concern daily use, the relationship with your accounting firm and what happens on the day something breaks. Run through them before signing a subscription.

On price, platforms for the self-employed start at a few euros per month and the most complete packages cost several dozen euros monthly. Those are the orders of magnitude quoted by La Libre in June 2026. Set against the time spent retyping PDFs or correcting entry errors, the investment pays for itself quickly, provided you actually use the functions you pay for: that is Unizo's whole point.

The best reflex is still to ask your accountant, who handles your documents every day and knows which tools talk to their own system. That is the central advice of both Belgian sources. La Libre also stresses that the choice is often already steered by the firm's software; better to build on that than to impose an exotic tool on them.

  • The subscription cost, measured against the number of invoices you issue and receive each month.
  • Ease of use for the person who actually does the invoicing, not for the IT specialist.
  • The availability of a mobile app, useful if you invoice in the field.
  • Automated payment reminders, the first lever on your cash flow.
  • Integration with your accountant's tools, which determines how smoothly documents flow.
  • The quality of technical support, tested before subscribing rather than in the middle of a closing.

Which Peppol functions already go beyond the simple invoice?

Peppol-compatible tools increasingly include functions that touch management directly, not just compliance. La Libre listed several in June 2026: create a quote, turn it into an invoice and ship it via Peppol in a few clicks; issue an invoice from a mobile app right after a job at a customer's premises; manage expense reports, payment reminders and cash flow dashboards.

FPS Finance, quoted by VRT in August 2026, sets the next challenge: fully exploiting digital, by automating payment reminders and moving other documents onto the network, such as quotes and purchase orders. For a business owner, the chain quote, order, invoice, payment will soon exist as end-to-end data. That is a change of nature for steering an SME through uncertainty, where the speed of information matters as much as its reliability.

What does Peppol really change for steering an SME?

The real change is that every invoice now enters your accounting system as structured, dated, reliable data, with no retyping. Ludo Van den Bossche illustrates it on VRT in August 2026: where a self-employed person once brought a shoebox full of invoices, everything is now integrated automatically and the accountant is almost certain to have every document. Our reading goes further: that completeness turns the data into a steering asset.

First concrete benefit: faster closings, because purchase invoices are booked on receipt rather than at month-end. Second benefit: continuous tracking of late payments and average collection time, since every sales invoice carries its issue date, due date and status. La Libre notes that once the initial settings are done, electronic invoicing saves time, avoids manual entries and reduces the risk of error.

Third benefit: a cash flow forecast fed by real invoices rather than estimates. Expected receipts, committed payments, due dates: it is all already in the Peppol flow. It then becomes possible to plug in simple automations (bank reconciliation, alerts on overdue invoices, scheduled reminders) and free up time for analysis. It is also the foundation on which AI in financial leadership starts to deliver value in an SME.

What to do after Peppol compliance? Our 5-point checklist

Being connected to Peppol is the starting point, not the finish line: the challenge is to organise the company around this data. That is precisely the gap Unizo points to: software paid for, gains not yet felt. Here are the five workstreams we recommend opening in the months after compliance, in order of priority. None requires a big budget, all require a decision from the business owner.

The calendar works in your favour: the quotes and purchase orders on Peppol announced by FPS Finance will be all the easier to absorb if your invoice flows are already clean. As with steering through uncertainty, anticipating costs less than catching up. A company whose invoicing data is complete and up to date will turn each new step into a gain, the others will face a second project.

  • 1. Check that all purchase invoices really arrive via Peppol, and chase suppliers still sending PDFs.
  • 2. Set uniform payment terms and review overdue invoices every week, customer by customer.
  • 3. Automate bank reconciliation and reminders, using the functions already available in your accounting software.
  • 4. Build a 13-week cash flow forecast fed by issued and received invoices, and review it every month.
  • 5. Shorten the monthly closing and decide which indicators the owner wants to see before the 10th of the month.

Where to start with Peppol in your SME?

Start with an honest assessment: are you connected, what share of your flows is structured, and who actually uses the data? These three questions can be settled within a week with your accountant, without any IT project. Here are the first actions we recommend, in this order.

If nobody in the company has the time or the distance to turn this data into decisions, an external finance director can take on that role a few days a month. That is what a part-time CFO from Argafin brings, without the 150,000 to 200,000 euros a year, employer charges included, that a full-time CFO costs in Belgium. The QuickScan, a free 30-minute online diagnostic, simply tells you where you stand.

  • Ask your accountant what share of purchase invoices still arrive as PDF or on paper.
  • Extract the list of overdue customer invoices and set a reminder rule.
  • Decide on a monthly closing day and the three indicators to produce on that day.
Frequently asked questions

Your questions

What is Peppol?

Peppol is a secure international network for exchanging structured electronic invoices, not a piece of software. Each business is linked to a certified access point, identified by its company number, and invoices travel from software to software in a standardised format. In Belgium it became the mandatory channel for invoicing between VAT-registered businesses on 1 January 2026.

Is Peppol mandatory in Belgium?

Yes. Since 1 January 2026, Belgian VAT-registered businesses must issue and receive their business-to-business invoices in structured electronic form via Peppol. A three-month grace period was granted and penalties have been possible since 1 April 2026. VAT-registered businesses with no business-to-business transactions and invoices to private individuals are not covered.

What are the risks of not using Peppol?

Penalties have been possible since 1 April 2026, after a three-month grace period. According to FPS Finance figures reported by VRT in August 2026, no fine had been issued so far, as the administration favours a constructive dialogue. The most concrete risk is operational: your customers and suppliers now work with structured invoices, and an invoice outside the network slows everyone down.

How much does Peppol cost?

According to La Libre in June 2026, a platform for the self-employed starts at a few euros per month and a complete package costs several dozen euros monthly. For many SMEs, the connection is included in the update of their existing accounting software, such as WinBooks, Exact Online or Odoo. The real cost is mostly measured in setup time and team adoption.

Which Peppol software should a small business choose?

The one that matches your invoice volume and the way you work. In June 2026, La Libre distinguished updated accounting packages, lightweight platforms for the self-employed and intermediary platforms linking business, accountant and network. Compare the cost, ease of use, mobile app, automated reminders, integration with your accountant and support quality.

How do I register on Peppol?

Registration goes through a certified access point, most often built into your invoicing or accounting software. You activate the Peppol function, your business is registered on the network under its company number, then you test sending and receiving with a partner. Your accountant can carry out or support this activation.

Can my accountant handle it for me?

Yes, and that is the advice given by both Belgian sources in 2026: your accountant works with your documents every day and knows which tools talk to their own system. According to VRT, older self-employed people and secondary activities often rely on them to get through the change. You nevertheless remain responsible for the compliance of your own invoices.
